There's a few things you can try. First off, leave the mission zone. If he's slow, he might get caught and killed by the rats. Two, sacrifice a high slot or two and salvage as you go. This can be more or less plausible depending on what you fly - Ravens and Domis are about the only T1 ships that can do it sensibly(and the Raven isn't very good at it), but if you train up a Marauder they're really good at it. Third, I'd be willing to bet you're in the Motsu/Saila/Aramachi area, or another mission hub just as well-populated. Move to an area further off the beaten path, and you'll get fewer uninvited guests. Fourth, you could just live with it - salvage is only about 1/4 of a missioner's income stream, and if there's no salvage around then you can loot the mission way faster(or just ignore looting entirely and go kill more rats). It's a drop in isk per hour, but not as big of one as you might think.
But the one thing that won't happen is cleaning up somebody else's junk being made illegal. There are countermeasures, learn them and deal with it.

i make AT LEAST as much as i get from bounty, mission/time reward AND lp. usually significantly more. it makes up well over 50% of my income. WELL over. maybe even 75%... maybe im just lucky getting all the expensive items though?
EDIT: point in case, just completed the blockade +18. l2. 500k total reward/time 400lp (so about 1.2m) 900k total bounty. over 3.5m in salvage. if not over 4m.
same thing has happeend on my l4 tag-alongs. about 60m (well.. more.. probably 75m from the ones i've done) salvage.. 10-20m, maybe 30 loot (if not a tad more).. and probably 30 in reward/time/lp if that.
Uhhhh, so what?
Even if its 95% of your income, why does that mean you should be invulnerable in a mission or have your salvage protected? Its wreckage floating in space, if you want it you need to get to it first.
Mission running needs to be made more vulnerable, not less. It has no risk, and has infinite ISK supply, with no resource to compete over. So it really should be incredibly vulnerable to other peple taking that easy lifestyle off of you.
